Oil Record Book Software - Acceptability by Flag Administrations

We will make an attempt hereunder to address the appropriate informative material regarding the ‘Declaration of MARPOL Electronic record book’ by four (4) Major Flag Administrations:

LISCR & Marshall – Acceptance by Flag Administration
They have established their procedures for approving MARPOL ORBs and also require that testing be done to ensure functionality and compliance with MEPC Guidelines.

Acceptance by Singapore Flag Administration
Singapore administration can accept electronic Record Book as long as RO’s approval ships in accordance with resolution MEPC.312(74) is in place.

Acceptance by Bahamas Flag Administration
BMA administration can accept electronic Record Book as long as RO’s approval ships in accordance with resolution MEPC.312(74) is in place.

The use of electronic record books in lieu of paper record books has been scheduled to enter into force on 1st October 2020, as per MEPC 74.

As of now, PSC Authorities & USCG do not, universally, accept any official use of electronic Oil Record Book.
